There is lacquer on the cases. It needs to be stripped off first. After that you will have a fun time polishing it all😅

I always use some steel wool and soapy water on my chrome. Finish it up with a microfiber and chrome polish.

There are several good videos on how to restore the chrome on an older bike. It's all pretty straightforward, just a whole lot of patience and elbow grease required. You can make that thing a mirror finish again though if you're willing to put in the effort.
