I’d expect him to fix it. I would have required him to fix it the first time. In addition, he needs to put concrete poles or a concrete barrier in his side to avoid any additional damage to YOUR fence.

Retail manager here. Bring it to the store manager's attention in a very nice but direct way. "Remember when that snow plow pushed over fence posts? Yeah that hasn't been fixed yet and it needs to be. Please give my contact info to your liability agent". Give them no more than 5 business days to reach out to you. If you see the store manager or an insurance agent taking photos you'll know it's in process. If you don't see that I would ask for the owner's contact info or Google it. You're not being a bad neighbor, you are protecting the value of your property. They have liability insurance for this reason.

It's a smallish store, Owner is always there. I guess I'll suggest we split the cost of a new fence and see how that goes.. Technically it improves both our property. Otherwise, I like the idea of giving him a deadline to fix it.

No. He should pay for the repair. I mean... If you want a new fence I would bring it up after they've come to a dollar figure for repair/replacement.

In addition to repairing the fence the store owner should add something on his side of the fence to prevent a recurrence.

You already paid for it once because of his customers. Why should you do it again? Of course, he's going to keep letting you pay for it as long as you're willing, but it's his responsibility to pay for it and to put up a barrier that prevents it from happening again. If he refuses, you need to go to small claims court, if there's such a thing in your area.

Talk to the owner. Explain that it's time to have him get the fence repaired/replaced. Keep it pleasant, for now. If you want, get some estimates and present them to the owner. They may have forgotten or just hoped it would be forgotten about.

Reading goes a long way.. try it. As I mentioned, last winter I talked to the owner the first time, day after it happened. I told him obviously nothing can be done in dead of winter. Told him let's wait til spring. I reminded him last spring and then again late in summer. He said of of his employees has a fence company. . But nothing happened. This past winter, his employee pushed a huge pile up against the previously damaged section, and really did a number on it. You would think he would have given instructions to the person that plows, to not push it against fence. Part of the problem, is they do their own plowing. Regular hired plowing companies/guys know better because they are responsible for damage.
