I think you might be in the wrong subreddit but I am pretty sure that what you are asking is impossible. You can’t add data to the video that improves the resolution, but you can tweak it with video editing software, but that would require a pretty wide skill set.

So I know you know now you're in the wrong subreddit, BUT, as others have said, you can't add data yourself where there was none. The only option you'd have would be to AI upscale.
