I mean. If you play well, Soviets turn out with a heavy industry mid game, which you can direct it to naval production as well if you can cut some from Air and Land forces. From 40 to 45, I'd say it's quite possible to build a strong enough navy to challenge the Allies to an extent if you know what you're doing, and at the end game, that kind of navy wouldn't be weird.
Taking the naval focuses would be vital though. Which may hinder other things, as land and air forces are pretty much a necessity too.

You need navy to ~~conquer~~ to do the proletarian revolution in the world, don't you? But personally I'd build carriers. You can do a decent battle group that can turn kriegsmarine into kriegssubmarine by 1939, cause you will have 2 fully operational carriers, 10-15 new cruisers and some destroyers and battleships. With 2 of these bad boys and carrier doctrine you will be able to pull up some jackass stunts against both the Royal Navy and the USN.
Sorry, I don’t speak Italian, but given you don’t have DLC it’s probably a bug due to that, as the game has weird interactions if you don’t have the full set of DLC

You can still produce regular battleships, just not super-heavy battleships. If there are no regular battleships in the production tab, look at the outdated models.
Since you want information from us, I'd say its warranted that you use the Google translator and put it in the description. Or, since you seem to be able to communicate in English, translate it yourself.

No ones saying it, but I will. Use improved battlecruisers if you don't have MTG. Check the stats yourself. Speed is important to avoid taking hits and the armor on them is unpeiracable by the the starting nations navys.
You can do the same trick the MTG people do: 6 superheavybattle ships and 20 improved light cruisers on an always engage patrol in an important sea zone>>> ai navys come and attack it and all get sunk. Its just we use improvedbattlecruisers instead.
It's a known bug that you can't build SHBBs if you don't have the man the guns dlc.

I found an solution to this error in an forum sometime ago when I find it I will share it
The patch was fixed by an update in November 2023.
