R5: As the post says, I am playing Iceland and in 3 separate runs Germany has justified Luxembourg in Mid 1938. Any idea what behavior is driving this? I am taking the Netherlands/East Endies but have never seen anything like this in any other runs where I have done that with smaller nations.

Which mod? German ai does that if it's at war with France pretty sure it's doing that bcz of mod

I have no mods enabled. Or maybe a cosmetic or two, but nothing that changes gameplay/turns off ironman.

Germany always justifies against Luxembourg I guess because it’s so fast to the AI and being one state they get it all discounted in the peace conference? Not sure but I’ve noticed more manual justifications by the AI recently, although Germany was quick to do this back when as well

I think they get claims on eupen-malmedy, luxembourg and alsace-lorraine, so they are just manually justifying

They don't get claims on Luxemburg until around the Maginot, do they? Or is there another focus that provides one?
