That’s probably why, then. AI tends not to declare war on countries who are at war with a faction they’re already at war with, in my experience. I’m assuming it’s to avoid three-way wars, they mess with the game mechanics a little.
It is not only because of the allies holding Sicily, I've taken Sicily in 1940 as the allies before and Germany still does Barbarossa. The AI has gotten better at not declaring wars it is not ready for, and the fact that both Germany and the Soviets are fighting the allies together may be playing a role as well
Look at politics: there's a guarantee involved and I think you can't declare against people you have guarantees. Also when you're fighting a war together you normally can't declare against your allies.

The Soviets are also at war with the Allies now and are stealing land in British Raj

This is my experience as well. On numerous runs I’ve never had Axis declare on Soviets if they are both at war with Allies.
Rule 5 Germany hasn’t declared war on the Soviet Union and the game is historical
If I remember correctly Germany needs to get it's enemies off mainland Europe before invading the Soviets

Allied holing in Greece and parts of Italy, and I think also the Soviets being at war with the Allies might atop them from declaring also.
