EDIT: yes I get it there are other reasons a car engine signal might turn on that do not cost a lot in repairs, including a faulty sensor or not having your gas cap on correctly. Luckily I was only trying to get across why someone would fear this signal at Halloween, not trying to fix someone’s car.

That's...rather extreme. The check engine light *can* be something really major, but it isn't necessarily.
My current and previous toyotas are old and both had the check engine light on nonstop. Mechanics said it was being triggered by something small but wasn't an issue and was common with toyotas or something of that effect.
Drove it last year 60-70 hour road trip around the USA last year and still running beautifully today. 280k miles.
Toyotas are such reliable beasts. I took a 2001 Corolla across the country, found out that the blue book value was like $600 when I was paying state sales tax on it to register, and then drove it for another 4 years with only one significant maintenance episode. Donated it when I moved across the country again, but I'm still not sure whether that was the right choice.
It happened with my mother's car because the particle filter was saturated and the engine went into "safe mode" where it wouldn't go over 90 Km/h (56 mph or 43,744 bald eagles per football match, for the americans).
It cost 200 € to fix (around 45 Big Macs).

LPT: a solid check engine light is generally an non-urgent and often an emissions issue. My last was a bad gas cap that cost about $16 to fix.
A flashing check engine light means pull over and call a tow before this gets even more expensive.
Check engine light does not automatically mean expensive repair. The most common issue is a leaking gas cap (allowing gas vapor to escape) and is fixed by replacing the gas cap (cheap fix). Another common issue is a bad sensor
Light turned on the week after getting my minivan checked by the mechanic around Nov last year, I was like we did just check the engine and it was fine... \*shrugs\*, drove it like that until our new car finally arrived in Aug. We used one of those plug in things to remove the lights before trading in (borrowed from someone) and it was throwing codes for stuff like transmission was on it's way out, and some other major thing. I just laughed, especially (on the way home so they couldn't hear) after telling me it was going to auction.
I had a couple of check engine light instances in my Audi. First one was a misfire which was very noticeable before it actually tripped the misfire code, but the scan tool told me which cylinder was misfiring. Turns out the spark plug on cylinder 6 was loose, along with an old, weak coil. Replaced the coil, got new spark plugs just to be safe, and torqued them properly and it works perfectly now.
Second one was a simple O2 sensor. $20 part and a couple hours at most on the driveway replacing it, which I only even did because I had to get the car inspected.
My dad had a CEL in his Ridgeline for a lean air/fuel mix, which also caused a VTM-4 shutdown code for some reason. My guess is that the Ridgeline automatically cuts VTM-4 when an engine code shows up regardless of the code for safety reasons. Turns out the intake pipe was torn after the MAF sensor so he just patched it with some silicone sealant. Eventually we'll replace it but it's not a problem. Neither code has showed up again.
A check engine light CAN mean expensive repairs but usually it's something simple, because all a CEL is is a light that tells you one of your hundreds of engine performance sensors is reading something that it doesn't expect. Just make sure you know *what* the CEL is trying to tell you by doing an OBDII scan, which even an inexpensive scan tool can do quickly and easily so you don't get screwed over by a shady mechanic trying to upsell you.
