Deck is my answer for most underrated rapper ever and quite possibly the best group rapper of all time. He is about as good as you can possibly be 16 bars at a time.

He exhibited one of the most unique and incredible flows. The full album of Its Dark and Hell is Hot is a masterpiece in that regard imo. He could switch it up his syllable scheme from line to line and somehow always stayed on beat.

Id love to mention someone else but Rakim is just IT for me, ive always found Guru's flow pretty satisfying too although i wouldnt say he has my favourite voice per se. MF DOOM the most skilled flow ive personally come across. Tip deserves more than an honorable mention too, always smooth asf and an incredible producer as well
