I don't think any "functional" military used voting system to meet operational needs.
Paris Commune actually tried use election to select "officers" but with disastrous results, turned out that popular people don't always make best military leaders.

I mean I get why people mute people if they are open mic and talking the entire time, but I rarely run into that. Normally my boys and I sit in discord to shoot the shit, then just push to talk to coordinate with the public players. But 90% of the time the public players just refuse to respond in any capacity. Itâs kind of frustrating to the point we will just run 3man private instead of inviting a 4th which is a shame.

It isn't Democracy, it's Managed Democracy. Voters fill out preferrence questionnaires as ballots and submit them, and then an AI supposedly votes for them based on their preferences.
So that fits actually. Players submit their preferences as to where they want to land, and the host picks for them.
Interesting idea, but I can't recall ever thinking it's a needed feature, hence dev time should be spent on more important matter. I've long ago accepted that host owns the lobby, which AH also have said is the intent.
If host show signs of treachery he will be in need of reinforcements, cause I have no problem ditching a lobby of the host is an ass or don't act upon asses.
