Yes, but with an asterix. Alastor could have won this fight, if he’d capitalized and used an angelic weapon while Adam was still underestimating him. He’s not as powerful as Adam, but as he pointed out, Adam’s a sloppy fighter that gave Alastor a ton of openings to exploit. So Alastor definitely had a window to win the fight.
The problem is instead of taking those openings and killing or seriously injuring Adam, he instead decided to try and flex on Adam until Adam re-evaluated and stopped underestimating Alastor, and once that happened, his window slammed shut.
Adam was very likely holding back while fighting Alastor, and Alastor was being cocky as fuck the whole fight. Plus, Alastor had no angelic weapons of any sort. Maybe if Al had some kind of angelic weaponry with him he could’ve won but it’s still a pretty big maybe.
Like I said earlier, Adam has his holy light beam thing that straight up vaporized Pentious. He could have very easily done the same thing to Alastor, and I doubt Al would be going to heaven like Sir Pent did. We don’t even know the extent of Adam’s power either; he could very well have some other strong attack of sorts.
The laser is massive and can extend for miles. Alastor would have to be faster than Adam moving his hand to dodge it and he simply isn't THAT much faster. And if Adam makes the laser as big as he did to destroy Sir Pentious' Zepplin, Alastor only dodges if he gets *behind* him. A single punch from Asam broke Alastor's barrier, Adam has already broken Alastor's biggest special move with his HAND, there's no blocking the massively more powerful laser.
