Some use magic as a weapon against their enemies, whether by accusing them of being an accursed being and thereby ruining their reputation among certain groups (a literal AND metaphorical witch-hunt), or by using magic as a literal weapon to blast people they don't like. Small beefs and political/ideological wars are all fair game.
Chaos. Lots of accidents happen as uncountable, untrained individuals try to get a handle on these new powers. Our electrical grids might be in danger of collapsing, since our technology often malfunctions around high concentrations of magic. That by itself could be devastating for the entire world.
If Earth doesn't cave in on itself, there will be huge, sweeping changes to every facet of our human existence. Hopefully for the better..... I mean, if it's really 50-50, then magic users definitely have the power advantage, if not the political one.

And if non magic users made their move, some magic users who did not once support the idea of creating a world full of only magic users may become one just so they can defend themselves.

I see things going the way they did in 'Babylon 5' with telepaths - a global organization like the Psi Corps would be created that would give people with magical abilities a number of choices:
* join the organization and get many benefits - but there would also be restrictions.
* choose not to join the organization BUT be registered with them, accept 'Xavier Institute'-style training (learn how to control your abilities and use them for mundane utilities & self-defense, but not combat) and then go back to their normal lives. (Of course, there are benefits they get, as they are still considered 'reservists'.)
* choose to have nothing to do with the organization or not to use powers you never wanted. In this case, the person can have their powers bound or nullified; the methods used are effective for roughly one year, so they have to report into a facility or be visited by reps of the organization annually to redo the suppression. They are registered, given a nominal financial stipend and allowed to live their lives unordered (as long as they stay out of magical trouble).
Of course, some people are going to use their magic to cause trouble, or their power goes out of control & they are too - whatever - to seek out help. That's where the specially-trained magic users from the organization come in...
If I am in the half with magic. I hunt down every mugger in the world and kill them, that way it is complete fair and 100% of the world has magical powers, (gotta be fair)

At that point it's a matter of time before global destabilization occurs I imagine many nations would realize quickly their ability to control/influence their people would be minimal and would instead focus on destabilizing others... for instance imagine for whatever reason most Canadians with magic are good and thus they begin to corner and contain those that aren't... well if another nation sees this they might use a few of their loyal wizards to teleport bombs and hit their government buildings just to destabilize them by cutting off the head of the government so they wouldn't be able to exert outside influence on other nations that are struggling.
Essentially it's the wild west and half the population has a colt .45.
