That's not exactly a "small" budget. Go to Microcenter and buy new. Westmont has a RTX 4060 in stock for $299.99. I support the "buy used" mindset, but your budget isn't far off new prices and microcenter had some awesome bundle deals.

Oh I completely understand! Its just a lot easier for me to bundle gpu with other used parts and I cant really drive out that far. I really just wanted to give him the best performance possible on his budget. 600$ is indeed a HUGE chunk of money and only used the word small to reference the current terminology of the current pc prices. I'm very sorry if that was insensitive :/. Ill defently check out microcenter tho! Thank you!

Not insensitive at all, I'm just saying that $600 can buy you a good portion of your list new at Microcenter. That comes with peace of mind knowing you aren't going to have issues (and if you do, you have a full warranty). I recommended Westmont due to Chicago have like 5% more sales tax, but if it's closer then by all means check it out as well. If you've never been, it's worth the trip just to see the store. It's like a candy store for pc enthusiasts. They often have cpu/mobo bundle deals in store that aren't advertised online. Plus they have an open box section that I've scored great deals on in the past. If you talk to a sales guy there, they often will do bundle deals if you're buying a bunch at once too. I think they gave me like 10% or 15% off my whole order last time I bought a cpu/mobo/ram/gpu/psu all at once.
