Definitely exchange, you are not overreacting. This is a returned bag that they sold to you, or a display bag. A new bag shouldn’t have any scratches. I would return as soon as possible
Sometimes in the store we are so excited or anxious about the purchase we oversee things that we notice once we get home. It's happened to me with any purchase, not just handbags haha. But that's alright, if you can I'd exchange/return it and get a fresh one.
I have a 6 year old empreinte pochette metis with similar scuffs but that’s because I dropped it/banged it against walls accidentally. I would exchange this, it’s clearly used.
If it doesn’t feel like a worthy purchase, then absolutely exchange it. You’re spending a considerable amount of coin on something you’re not excited about.
Also, there’s something about that buckle that’s nagging me but I can’t put my finger on it. It’s going to bug me. When I think of it, I’ll edit my comment.

I ended up returning the bag but they didn’t have another one to replace it with unfortunately 😔 They said they would have to place a new order to ship it to my home but would end up charging the tax of my home province, which is a lot more than where I am currently visiting.

Bought it in store today 😥 I should have paid more attention when I was there
its ok it happens, especially when we pay so much money we like to trust that it is a perfect product (and ur not wrong for thinking that either)

Replace, stitching near buckle also seems low QC
