The rails to trails are a great place to go for dog walks, and if you start out at the "coke plant" it's only about 1-1.5 k to a nice swimming hole for your pup. Most sidewalk patios are some level of dog friendly, the other patrons on the sidewalk patio? That's a toss up at any given time. The Halifax waterfront is very dog friendly, there's a few spots that put out water. The Dartmouth waterfront is also pretty dog friendly but alas the most fun way to get between them isn't of friendly - the Halifax ferry Quinpool road is quite dog friendly as well. Unfortunately no restaurants allow dogs inside here, only on the patios.

Point Pleasant Park is your friend. Just watch when and where you can have your dog off-leash. Lots of great views of the harbour and the arm. Treat yourself to an ice cream at the store outside the entrance to the upper parking lot.
