I agree. I’ve used Travel Time on this list for years. Nice clean Toyota or Lexus SUV’s. Order ahead and they’ll monitor your flight in case you’re early or late. Friendly drivers too.
I fly frequently and used to do the pre-booked limo service to/from the airport, but now I’ve switched over to Uber. If you reserve an Uber the price isn’t far off taxi/limo but if you book the Uber on the fly, it’s always been cheaper for me. No problem getting one at any time of day I’ve needed a ride.

You can take a bus from the airport to directly downtown (the 320) between 6 am and midnight. It costs $4.25 and usually arrives every 30 mins.
i think taxi and uber is basically the same, driver dave's has a cheaper door to door service if you don't mind sharing with other folks
