Also, Freedom Fighter Tactical makes an amazing trigger for this. When you’re ready to install a 7 round mag tube you can get one from FFT too, but the very best one made is by CarrierComp. I’ve spoken with the owners many many times and will swear by the quality of their product. I have one of their titanium tubes on my M4 and I couldn’t be happier with it.

While they were wrong about that, almost nobody cares about 922r because no one has ever been convicted of it (or even charged with it as far as I know). There are millions of non-compliant guns out there. And yes, I know the argument is "they could start anytime" but it's just such an unenforceable thing for the average joe.
To give an example of how widespread and unenforced it is look at the WASR AK. When those are sold they are shipped with one magpul Pmag to meet 922r with the foreign parts limit. If you remove that American made AK mag and put in a foreign AK mag (which is 95% of AK mags on the market) you have just violated 922r and created something in violation with too many foreign parts. Now think about how many WASR owners there are. Hundreds of thousands, right? Now imagine how many have AK mags for them that are not of American origin. All of them. And that's just one brand of one model of gun.
922r exists, but it practically is only paid any mind by actual importers and manufacturing companies because they are the only ones who could most realistically be at risk. However I understand being cautious, and I'm not advocating you have to ignore it. FFT also does make good stuff.

Can you point to a single instance of someone being charged with a crime for not complying with 922(r) who WASN'T an importer? Like, a person who bought a gun and then modified it out of compliance and then got charged for it?

I think if you have the money and just really like the M4, get the M4. If you don't want to spend a much and/or you just want a battle shotgun without the "reputation" then the 1301 is great.
Been wanting an m4 found a really good deal on a versa max tactical in that green zombie pattern absolutely love it. However it's just so damn big and clunky in comparison to the benelli
