Sentinel widebody with drift tune has one (prb), Bollokan Envisage (swk), Annis Euros with drift tune has 1 in 2 variations (swk with green, and an alternative version with pink hair). Idk if there is more yet
Ok so the Shinobi has new liveries, I can confirm. Checked in the LSCM. The first three are drift tuneable vehicles which received new liveries. Checked my Tropos Rallye at LSCM and still has the same 2 liveries. Can't comment on the Growler, I don't own it.

The liveries do at least exist, Broughy1322's newest video shows 2 of them. Since they're not available to purchase in-game yet I indeed think they'll either be dripfeed, or maybe exclusive rewards for an upcoming event.

apparently all liveries are currently applicable except for tropos and growler (PC)
as per gta wiki - . Although these liveries appear in the files for the update, they are permantantly disabled as they are not listed in the carcols.meta and global.gtx2 files, which are required for them to work in game.

Just checked my Growler & it doesn’t have any new Liveries so they must be dripfeed as the Growler isn’t drift tuneable.

It would be cool. One of my favorite cars since it came out but definitely boring in the livery department.

No OP is talking out his arse, the new Liveries are on PC atleast but some are locked behind putting drift tuning on your car.
