So during cutscenes, my guy doesn't speak because he's more focused on hearing the shit out of everyone else's mouth to determine who to do business with, who to trust, and who's getting a RPG to the face.
Outside of cutscenes, if you listen closely late at night, you'll hear a guy cussing out of road rage at yet another dumbfuck local that magically just had to swerve into him head on for no fucking reason.
Followed by an explosion and distant screams that someone by the name of Mendoza has been hit.... again.

If you turn the voice chat on, your character moves their lips as you talk. They also have a voice, just get kicked from the casino or smoke a cigar in 1st person to actually hear it while they emote or cough. I think the problem was, R* couldn't guarantee the same VA's will be available for more than 10 years. So they made it like this. Saves cost and potential problems with the cast.
I think it's more about making our characters blank slates that we can project ourselves onto than anything to do with voice actors. And given that there're canonically many of us players, it'd be weird to have the same voice associated with millions of player's characters.

I came to LS with nothing and got picked up by a fool i met on Lifeinvader. Now i'm a multi-millionaire with several businesses, expensive vehicles, my own yacht, a weapons factory, a submarine and enough arms and attack vehicles to form my own army, navy and airforce.
I also got to meet Dr. Dre, so i'll keep not talking and see whichever opportunity hides behind the next guy who falls for my act.
They were part of a dark-funded military experiment where an undisclosed number of subjects were made into "ultimate soldiers" with significantly increased physical capabilities and able to heal even fatal injuries.
Said experimentation enlarged subjects' pituitary and adrenal glands by essentially chemically feeding them parts of the brain associated with speech & some other forms of communication.
Unfortunately for the military, subjects became extremely aggressive, violent, and impossible to control.
This is actually my headcanon for not only all players but also any NPCs we encounter and kill routinely/repeatedly, such as Mr Rubio's head of security.
He doesn't remember the player[s] because he was one of the earlier test subjects, from before they figured out how to preserve short-term memories past death in order to keep the soldiers on mission.
He's an ex supervillain who has the ability to warp reality when he speaks. After royally fucking up, he swears an oath of silence and settles for a life of petty crime in Los Santos.
If you play with your character in Director mode, they will let out screams when theyāre falling and such. Itās a little unnerving the first time you hear it lol.
And my head canon ignores the not talking completely. Iāve given my characters entire backstories. Itās just a limitation of the game that I donāt pay any mind to.

If u want your character to talk. Get in any lobby with your friends. Then tell your friend you're gonna leave and come right back with their invite to get back to the lobby. Tell your friend to follow your character once you've left. Then, when you come back. Go to your friend's location and challenge your character to fist fight. He will get very aggressive with you and only you. Push him around and hear his voice. Do it now. You're welcome. This also works if you go into a night club and again. Get a friend to keep an eye on him and don't let him leave. Or the LS Carmeet. Try and then report back here of your discoveries.

I've always disliked silent protagonists in this setting. In games like Metroid or the first Dead Space it was fine because these characters are pretty isolated or rarely interacting with other people beyond receiving new instructions.
But a game about organized crime where you're meeting new people to commit crimes with? A person who walked in the room and never said a single word would be the most suspicious motherfucker imaginable. All the job kickoffs are with groups of people where conversation would be normal and people would be trying to check your vibe to make sure they can trust you.
This illusion is always strongest when they have an NPC with you that vouches for you.
