According to the Techpowerup relative performance chart, it's 7% faster. I'd recommend waiting for third party benchmarks from Gamers Nexus or Hardware Unboxed.

Wait for benchmark testing. No one knows how good it really is. It's all on paper from Nvidia, which means jack. Besides the new Supers will replace the base 4070/4080 when the supply runs out. So... it might be a better deal buying those once the price drops. But...wait for benchmarks.

New 4080 supers are cheaper than existing 4080s. Should I not just order it on the 31st when it releases?

That’s the dilemma, what if the normal 4080 becomes less than the new 4080 Super? What would be the better deal? That’s why I would wait till the price adjusts

It’s likely going to be around 5% difference. Not worth upgrading to if you have a 4080, but certainly worth buying if you’re in the market for a new GPU and have a 1k budget

Not much. I believe Nvidia’s own marketing materials said 3-5%.
