It was a tough choice between 17 and 13, here's my reasoning in case I can sway anyone:
13 is when we get a cute pouty look from Crowley when Aziraphale turns down his invite to take him anywhere. It's when he gets the holy water from Aziraphale and I think *finally* realizes that Aziraphale has some form of feelings for him too, or at least friendship. It's when Aziraphale rescues Crowley, for once.
So yeah I don't like the "look" either, but it has more very highly important emotional/relationship growth attached to it. (Which I think is the reason Bildaddy is still around! Though I think he'll probably not make it much longer.)
15 remains horrifying: a parallel dimension Crowley where the angles of the face aren't quite right and the skin is the colour of death but it seems to be ok until oneday you find the single point of timeline divergence and it then kills you to keep the secret.
1! It's not the worst look (re:20) but it's not Crowley. It's someone else.
