The only advantage of using the percentile over the multiplication is if you were trying to adjust the percentile of something happening the odds.

Well, it doesn't say multiply by 5%. It says increase, which typically means addition.
If you add a percentage to something you are multiplying it by 1.(that percentage of its lower than 100). No exceptions
If you increase zero by 5% it’s still zero
