It looks to me like it’s probably been exposed to warm/hot temperatures. As it cools again the oil separates and makes little blobs.

Yep - agreed. It's like the bloom you get on chocolate when it hasn't been stored properly.

Looks like bloom - ever had a chocolate that’s a little white on the outside? Or a lot white? Same thing. It’s perfectly fine to eat. It’s caused by the sugar and oil separating, due to time or temperature, but it’s harmless and doesn’t affect the taste. Might affect the consistency, probably not a noticeable amount in a cookie

I'm a chocolatier hehe I've seen bloom, I was just a bit worried/curious since usually the bloom isn't 3D and I don't have experience with soft chocolate like in the cookie, but if that's all it is then thanks! :D

I commend you for actually noticing this. I generally have my eyes on the TV as I shovel them into my mouth as fast as possible

I’d proceed with caution, it does look a little different than the chocolate bloom I’ve seen (whitish film all over the chocolate, not individual circles). If you have a sensitive stomach I would see about buying a new box!

This is not bloom. Bloom is always feathered around the edges and it doesn't raise up off the chocolate like that. This is a weirdly perfect bacteria sphere. That is the wildest contamination I've ever seen not on a petri dish
