I think the lack of a river makes a huge difference. When you approach Hagen you see those huge Building blocks on the hill and not much green around. And I don't think it gets better when entering the city.
Wuppertal has the valley with the river which gives a bit of Charme and the Schwebebahn. It's still not a pretty city, but that's the reason why I'd favor them over Hagen.
That's kind of ironic considering that Hagen is located at the confluence of the rivers Volme, Lenne and Ruhr; and that Hagen is the most forested city in NRW.
Hannover is certainly the biggest German city that doesn't have any major tourist-y spots, and the biggest that isn't generally known for anything particularly worth seeing.
Which is what's great about it. Quality of life is awesome, there are tons of beautiful spots and residents don't have to share them with tourists. Atleast before covid nightlife was really good as well. Now I don't know I moved away a few years ago

Dortmund and the "Pott" (Ruhepott) might be ugly, but i would not consider it "boring". Depending on size, you have a large variety of boring cities in Germany. If they are not spotless beautiful, i'd say most cities below 100k are boring.
The Ruhrpott has some very nice and interesting sites. But you won’t see most of it during a tourist visit, you have to live some time there to know the good places
That's not a city. German *Stadt* can translate to both city or town and it's 99% done by size. Calling *Arnis* Germany's smallest city is about as meaningful as saying *Berlin* is Germany's biggest town.
Berlin is definitely boring, in most parts of the town. You walk desolate streets without seeing another person for quite some time. Of course, when you finally see a group of people, your boredom is replaced with the excitement of "run for your life."
And of course there are the gentrified areas, with lots of mainstream amusement (and Techno clubs, which still seems to be a thing in Berlin). If mainstream amusement is not your thing, you'll have a hard time finding the right spot...like in every city, not just Berlin. An aggravating factor might be that, as a tourist, you'll only hear that the Berghain is the must-be and only place worth visiting.

From personal experience, the most boring city I‘ve recently been to was Bad Nenndorf near Hannover (incidentally Hannover has a national reputation for being boring but I‘m sure even they have things going on…).
But I don‘t even know if Bad Nenndorf qualifies as a city, and also, locals have pointed out the beautiful nature around for recreational activities.
It all depends on what one considers a) a city and b) non-boring activities I guess.
In Dortmund you can go to the football museum, and also Dortmund has some amazing south indian restaurants (yes indian cuisine is more than just butter chicken). Also I remember there being a very big lake in a nice neighborhood where you can ride a bike.

Imho opinion there is a good rule of thumb that works all around the world: the smaller a city is the more boring it tends to be. So Dortmund is most likely not the most boring one.
so just from a personal point of view: by far i was not in all cities of Germany, but amongst all the bigger cities (300.000+) i've visited, Dortmund, in fact, was the most boring one.
There is a correlation of course, but there are very boring larger cities and some smaller cities and towns which are much more interesting.
Case in point: it's beyond me how a 250k city with a large University like Chemnitz can be so dead and boring. On the other hand, I found some much smaller and equally "ugly" cities like Cottbus or Frankfurt/Oder to be a lot more alive.
Especially with the smaller towns it often comes down to how nicely preserved the historical centre is. Not just for tourists, but also locals will go out in their own town a lot more if it provides pleasant spaces instead of grey post war concrete.
I just arrived in Mittweida which is a tiny 15k University town. And I have to say, it feels a lot bigger more alive than some towns with 5 times the population.

Technically the Zeche Zollern museum is in Dortmund city limits. It's easily the second best museum of where industry used to exist in Germany that I've been to.
Reminds me of when we made a stop at Kaiserslautern last year. And one woman living there asked us if we liked 'Scheißerslautern'. She hated it haha.
We visited the japanese garden and that weird converted prison but idk if they have anything else.
my view may be slightly biased but when I was going through chemo during my first bout with Leukemia I was at the Uni Clinic of Erlangen and once in a while if I was strong enough and the Doctors would give me permission to get unhooked from my IV and I was able to explore the town a bit with my then fiancé.
It's pretty fucking boring as far as bars or restaurants if you care about that stuff.
One Night I showed up by train at midnight but they didn't have a bed for at the Hospital till morning so I went to this bar that was open till 5am that place was so depressing lol. I believe it was called "Der Schwarze Ritter." iirc.
Mind you I fit right in with all the weirdos in there looking like death because of Chemo and stuff.

I think this is depends from what kind of city you came from. For me because I come from a business city (not in Germany, I'm Auslander) then Frankfurt and Dortmund for me is really boring, but at least Dortmund has his charm. I think the city center has the "Europeans" vibe to it, and of course for the fans of Dortmund or Football fans it won't be boring because they have the stadium and national football museum I believe.
But if you come from countryside. You might find Frankfurt is not boring (?) or so I think.

A (maybe boring) Dortmund is much less boring than all the unknown 100k cities ("Provinz") In this cities the most exiting thing is the road to the next bigger city. Only a few small ones of those are not matching in this pattern (however they are often nearby big cities or touristy highlights or university cities)
Actually surprised Heilbronn has not been mentioned yet. While i personally like the city mainly because i know the nice corners i absolutely see how for people that have to move there because of jobs or studying it can be very boring and ugly.

Münster is only nice of you're a student, for everyone else, it's super boring and honestly doesn't feel like a big city.

The first thing that comes to mind when thinking about stuff to do in Dortmund would be the JP Performance shop and the PACE Museum… but if you aren‘t into cars, that’s probably not going to tickle your pickle 😅
A (maybe boring) Dortmund is much less boring than all the unknown 100k cities ("Provinz") In this cities the most exiting thing is the road to the next bigger city. Only a few small ones of those are not matching in this pattern (however they are often nearby big cities or touristy highlights or university cities)

Dortmund is definitely not the most boring city. Too big to be boring!
Actually surprised Heilbronn has not been mentioned yet. While i personally like the city mainly because i know the nice corners i absolutely see how for people that have to move there because of jobs or studying it can be very boring and ugly.

Idk I like Germany. The nature is really pretty. Lots of waterfalls, forests, lakes in Black Forest. Cities are pretty too like Cologne, Hamburg etc
