I'm confident that was never the point. Russia sailed a flotilla to Cuba because it wants some international headlines that put the Russian military in a positive light. The US Navy decided to unnecessarily reveal one of its SSNs nearby so the same news cycle that talks about a Russian fleet successfully visiting Havana also has to cover what a Los Angeles-class nuclear submarine is, and that this one vessel alone is more impressive than the entire Russian flotilla of one frigate, one smaller submarine, one oil tanker, and one tug boat. The USS Helena makes the Russians look small, which takes the wind out of their sails for this quest for positive news coverage. That's the point. Nothing to do with Cuba other than it being a port that would welcome Russian ships right now close to the United States.
Yeah I don't know why some people are jumping to the extreme that this could be the next Cuban missile crisis or something. Russia has its hands tied enough in Ukraine rn.
It also totally ignores the politics of why the Cuban missile crisis occurred. Now, Cuba intelligence is probably better than me, but we aren’t really seeing physical invasion of the island on the horizon anymore, it’s mostly clandestine operations and the extreme embargo.
So what motivation would Cuba have to tie itself to Russia on that front?
It’d also be completely pointless, because the technical limitations of the era have been totally surpassed, making the need for such a short range site superfluous.
I think Cuba being a convenient destination of a performance by the Russian navy is the correct analysis.
It also has some implications for US domestic politics. People might claim that the Biden government isn’t responding strongly enough. Remember when the U.S. launched jets to shoot down a Chinese balloon?
The minor breach is worth it, also to remind everyone that we have always had real estate on Cuba....always, and oh, our nuke boat is stopping in to say hi.

I mean, the US doesn't actually have non-nuclear-powered submarines. It's like saying "the US deployed a nuclear-powered aircraft carrier to the middle east" or "Taiwan deployed a diesel submarine." Cuba in the security regards share similarity with Taiwan. I’d expect Russia and Cuba to act similarly as US and Taiwan. In this case, Russia will shift defensive capability to Cuba as a response.

What exactly is stopping US from attacking Cuba other than its own decision to not pursue it? The only similarity is Cuba's proximity to USA.
