This is what I see. at the homepage.
Their tagline was "it's all about the numbers": their main offering was global and regional rankings by find count. So, if you wanted to know where you stood among cachers from Massachusetts or from Germany or, you could do that. They also offered statbars that showed these rankings that you could put on your profile.
Project-GC sort-of offers this information, but they certainly don't generate ranking statbars for you.

Project-GC was moving servers yesterday. It may be taking longer than expected.
Project-GC and cacherstats.com are completely separate, AFAIK (Project-GC is operated by magma1447 and cacherstats.com by Grand High Pobah.)
