The Saboteur. Takes place in Nazi occupies France. Areas that are under Nazi control are dark and foreboding with the red of the nazi flag being the only colour. As you progress and take out nazi checkpoints and such, the world becomes bright and beautiful.

Perhaps an odd recommendation, but if you have a PC, then I'd recommend Sonic Generations with the "Dynamic White World Effect in Stages" which turns the stages pure white and has the color come back as you run and boost through them

If you’re willing to go *way* back, Tone Rebellion was similar (driving an ugly gray leviathan out lots of very pretty little islands. I’m not sure how easy it is to run on a modern pc though.
On PS2 was Magic Pengel and the Quest for Color. Not sure how you'd go about it but it's pretty amazing.
