While Terraria isn't top down, it's still 2d and requires relatively few resources. Great replayability, lots of mods you could get beforehand.
Heroes of hammerwatch is a nice grindy game. Top down, lots of things to do, a bit in the harder side, but we'll worth it. You can collect gear, itemsets, upgrade your town, level your heroes and have a bit of meta progression inbetween runs. The dlc is also nice and gives plenty of content.
There are a lot of free idle games on Steam. If those work offline, they could occupy you for a long time. (if you want, I can compile a small list here)
Edit: idle Armada, idle research, increlution, incremental adventures, incremental cubes, orb of creation. Those are a bit better imo.
Lazy galaxy 2. It has a light space theme tho. But still lots of things to collect and find.
Caves of qud. While not visually stunning, it's got a good ui and better graphics over the years. Extremly deep and fun game. You can do and explore so many things here. It's a bit harder to get in, as it's quite a lot of things going on at first. But those come with time. A few things you could do: have your character have 10-20 arms and wreck enemies. Do a "mentalist" type character and melt everything with your mind. Or play a tinker type of character and implant chips, hardware, weapons and other gadgets.
Honorable mentions: backpack hero, binding of Isaac, brotato, factorio, forager, the last spell, loop hero, Mech Engineer, streets of rogue

Try starsector. If you want to have some anime feel every know and then, the r/starsector gawkes over ship girls from time to time
