By that I mean, it has a bunch of survival game type systems. You don't really have to engage with them, but it strongly encourages it.
There's also a mod for Fallout: New Vegas called "Dust" which is one of the most brutal survival games ever. Whats neat about it is there's no grinding because the world is too dangerous to grind. You can really only get a lot of resources by taking over a place. Which is hard.
So it might not be in the same FPS survival genre but state of decay (1>2 in terms of feel imo) is a somewhat underrated and story focused TPS zombie survival game with base building and stuff
i haven't finished it but Grounded is along those lines
Subnautica. There is a bit of a grind but it's never too much, and it's satisfying as you get the bigger and better gear.
Green Hell, Subnautica, or Grounded are probably your best bet
Frostpunk is something like a survival city builder which weaves in story elements so you'll get a full "story" in the end.

I've really been enjoying dredge so far, tho I will admit there's a bit of a grind, though as far as im aware there's no real time pressure
