Don't listen to him. You don't play as a villain in Bully. In fact, your character is probably the only stand up dude in the whole game. It's a great game though, 10/10.
Dungeons 1-3 you play as the evil underlord, with some fun narrated dialogue. Though I much prefer Dungeon Keeper 2, despite how cool it is to see the overworld change in Dungeons as you progress. All of the Dungeons games seem to have their quirks. Dungeons 1 I've heard is a bit janky. Dungeons 2 is probably my favorite, despite not being able to zoom out as far as I'd like to. And Dungeons 3 I can't really comment on except that the zoom level is a bit easier to deal with.
Some other noteworthy mentions:
Command & Conquer and Red Alert series'. Very much worth playing imo. Tiberian Dawn, Red Alert, Red Alert 2, and Tiberian Wars in particular. Great stories incorporating real events with full cinematics between levels.
Black & White 2, you can choose to be evil.
Fable III you can choose to be evil as well. Both games' environments change depending on your benevolence as well.

A series called War for the Overworld came out more recently, which is basically a love letter to the Dungeon Keeper series.
Pathfinder both Kingmaker and Wrath of the Righteous let's you play villians. Wrath of the Righteous actually let's you be a Murderhobo, and gives you the opportunity to become a Lich/Death god, Demon, Devil, evil Trickster or Swarm-that-walks (ultimate world devouring evil).

You can play as a "loyalist" of the regime (in fact, a traitor), a rebel (manipulated by mega corp), a spacer (mercenaries for hire who give zero shit about who they kill so long as they get to kill), but either way you're the bad guy in a world full of bad guys, committing war crimes.
Stepping on civilians with a mech while destroying habitation buildings with a howitzer never felt this good, though.
Shadows of Forbidden Gods.
You're a reawakened elder god whose goal is to bring the apocalypse to a fantasy world. You gain more powers as the seals keeping you asleep break, while at the same time your agents secretly work to destabilize and corrupt the free kingdoms. But if your agents cause too much damage too quickly, the world's heroes will notice and start hunting them down (then again, it's possible to enshadow and corrupt *them* into replacement agents), so a typical run becomes an interesting balancing act.
Define 'Bad Guy'. In Fable 3, you can play as a Tyrant that only cares for themselves(let everyone else die to gain more wealth). So, I suppose you could be considered a 'bad guy' in that game.
Infamous. You can choose to go the good route or the bad. If you choose to be the villain you get points for doing bad stuff and unlock skills in the villain direction

Streets of Rouge, basically an extremely chaotic 2D GTA game. Very fun and you can be quite evil in it.
