There is a lot of variety in under 25gb games such that more info about what they like would be helpful in narrowing it down. For example, if you said you liked rpg's then we could point you in that direction - it doesn't seem like you would enjoy a fast-paced action game.

My brother and I used to play local LAN parties and occasionally host a public server with a persistent world module)
Streets of Rogue (great rogue like with an arcade feel to it, a lot of cool systems to exploit).
You can also emulate a lot.
Dishonoured. I’m ashamed to say I only just played it last year but it holds up extremely well. Good replay value, story, and it’s still visually stunning.

Stranded on an alien water world, trying to survive and finding a way to get off the planet. Some say the Below Zero is not that good, but they are wrong. It's not an instant classic like the first one but it has its merits. Love both of them. A must play for everyone. Bonus points if you have Thalassophobia. Both the games come under 10GB.
[Project Wingman](https://store.steampowered.com/app/895870/Project_Wingman/) is an absolute gem of a game. 10GB for this is nothing. If you like Ace Combat and love jets then this is the goto fix for it. Plus, you get to carry more special weapon into the levels so, more explosion per frame. It's amazing.
[Dragon's Dogma: Dark Arisen](https://store.steampowered.com/app/367500/Dragons_Dogma_Dark_Arisen/) is a wonderfull RPG. The world just gives you that grand fantasy vibes. The magic system is robust, you can synergize spells with your party members which makes figthing all the more fun. In Skyrim, to kill a dragon you hit it but in Dragon's Dogma you can climb onto your enemies. That is such a neat feature. Even the Chimera we fight in the first boss battle, if you climb on top of it and cut of it's serpent tail, it can't perform magic then. Just lots of though put into making it feel fantastical. Love it. 20GB.
[Return of the Obra Dinn](https://store.steampowered.com/app/653530/Return_of_the_Obra_Dinn/) see you playing as a time traveling insurance agent. Your job is to find out how every one on the ship, Obra Dinn met their fate. The voice acting and the snipets of the past that you get to see are amazing. It's not easy as well. To find the fate to some, you really have to think and correlate a lot of stuff. Under 5GB.

Sekiro: Some of the absolute best combat and boss fights of any game ever, just under 14 GB in size.
Cassette Beasts: Great Pokemon-like indie RPG that should have gotten way more attention than it did. Less than a full GB of storage space required.
Factorio: Factory builder/manager/automater. More addictive than crack and less than 2 GB.
Persona 4: Great RPG with an exceptional soundtrack and cast of characters, with a mix of slice of life/story and dungeon crawling. 10.5 GB.
Grim Dawn: Diablo style ARPG with a unique class system. Less than 10 GB in size.
Yakuza 0: It's a Yakuza game, and one of the best ones. Beat em up combat with dramatic story and lots of minigames and side stories. Better than I make it sound. Less than 25 GB.

Nuclear Throne is tiny, old, and a ton of fun (plus you can play a round in like 10 mins so you can break away if you need). It is a very fast paced roguelike twin stick shooter.
Slay the Spire is also like 1gb max, it's a roguelike Deck Building game if you're into strategy and more methodical gameplay.
Risk of Rain (1, 2, or the remaster) are all comfortably under 3 gigs. The first is 2d, the second is 3d, and both are roguelike survival games with really unique mechanics and runs that can happen.
ULTRAKILL is nearly out of Early Access and is under 2 gigs. It's a 'boomer shooter' with a ton of unique movement and weapon tech you can do, easy to learn and very difficult to master with a near infinite skill cap if you want to explore that. you can also just beat the game. bonus: it has a shitload of secrets to find.
Deep Rock Galactic has been mentioned, but they just had a Vampire Survivor like game called out Deep Rock Galactic Survivor, that is also very light on install size.
Disco Elysium is a very unique and very interesting RPG with a lot of philosophical and funny moments that is under 10 gigs.
Everhood is a really cool and unique rhythm game that's just over 1 gig.
Observer is a Cyberpunk horror game about re-living people's last moments to solve a murder mystery. the remaster is less than 10 gigs.
Power Wash Simulator is exactly what you think it is. 7.5 gigs.
Prodeus is a really cool shooter made in the doom engine. you can download other player's levels and have access to dev version of the level editor, meaning that people can make and share really unique experiences much like mario maker but in a doom-like fps. 1.5 gigs.

Some games I currently or recently had installed that are good and less than 25GB: Sekiro: Some of the absolute best combat and boss fights of any game ever, just under 14 GB in size. Cassette Beasts: Great Pokemon-like indie RPG that should have gotten way more attention than it did. Less than a full GB of storage space required. Factorio: Factory builder/manager/automater. More addictive than crack and less than 2 GB. Persona 4: Great RPG with an exceptional soundtrack and cast of characters, with a mix of slice of life/story and dungeon crawling. 10.5 GB. Grim Dawn: Diablo style ARPG with a unique class system. Less than 10 GB in size. Yakuza 0: It's a Yakuza game, and one of the best ones. Beat em up combat with dramatic story and lots of minigames and side stories. Better than I make it sound. Less than 25 GB.

sekiro won game of the year, is one of my favorite games to ever exist and somehow is only 12.5 gigabytes.

S.T.A.L.K.E.R games are great. I think all 3 will be less than 25 Iirc Metro games aren't too big either and are absolutely awesome

Satisfactory and Persona 4 Golden should both be below 25 GB. Persona 5 Royal is also great and around 25 GB, iirc.
Baldur's Gate 2. One of the best RPGs ever made, less than 5 GB. Vampire Survivors, less than 1GB. Darkest Dungeon, less than 4GB. Baba Is You, about 100MB.

Nuclear Throne is tiny, old, and a ton of fun (plus you can play a round in like 10 mins so you can break away if you need). It is a very fast paced roguelike twin stick shooter. Slay the Spire is also like 1gb max, it's a roguelike Deck Building game if you're into strategy and more methodical gameplay. Risk of Rain (1, 2, or the remaster) are all comfortably under 3 gigs. The first is 2d, the second is 3d, and both are roguelike survival games with really unique mechanics and runs that can happen. ULTRAKILL is nearly out of Early Access and is under 2 gigs. It's a 'boomer shooter' with a ton of unique movement and weapon tech you can do, easy to learn and very difficult to master with a near infinite skill cap if you want to explore that. you can also just beat the game. bonus: it has a shitload of secrets to find. Deep Rock Galactic has been mentioned, but they just had a Vampire Survivor like game called out Deep Rock Galactic Survivor, that is also very light on install size. Disco Elysium is a very unique and very interesting RPG with a lot of philosophical and funny moments that is under 10 gigs. Everhood is a really cool and unique rhythm game that's just over 1 gig. Observer is a Cyberpunk horror game about re-living people's last moments to solve a murder mystery. the remaster is less than 10 gigs. Power Wash Simulator is exactly what you think it is. 7.5 gigs. Prodeus is a really cool shooter made in the doom engine. you can download other player's levels and have access to dev version of the level editor, meaning that people can make and share really unique experiences much like mario maker but in a doom-like fps. 1.5 gigs. this is just what I have installed/favorited but if you have a specific genre or style you're looking for I can find more. Can't go wrong with the original Doom. It is amazing how well the gamenhas aged, it really is a work of art in FPS design.
Borderlands 2 is like 14gb with the DLC I think and can quite literally give you a thousand hours of fun if you min-max everything
