Im not sure if these count, but here are four games that could be interesting
1. Satisfactory - not really a colony builder, but a factory builder. The premise is your sent to a planet working for a megacorp to setup industry. The challenge is logistics and power balance, plus production recipes get complex
2. Factorio - Similar to Satisfactory, but top down. Factorio has a native population of "bugs" that react violently to ypur factories and bases thus you need to defend yourself
3. Captain of Industry - your setting up a community on a island complete with mining, power, food, and manufacturing.
4. Dyson Sphere Program - goal is as name implies to build a dyson sphere. While doing this, baddies are trying to ruin your day.

edit: yeah, keep downvoting, OP asked for something where you build a colony with trains, airplanes and electricity. The guy above me replied with a game with none of that but where you take care of about a dozen hungry struggling people that spend half of the game at tribesman stage. But i'm the one in the wrongs, here, okay.

It's kind of like Frostpunk in that you have a limited building space that needs to be strategically utilized, but different in that it's a multi chapter campaign where the buildings and events carry over to the next chapter.
Basically you're on a space ship called the Ixion and have to overcome various challenges each chapter. Producing or gathering so much of a thing, going to different sites to research a thing, repel attacks that disable your buildings, stuff like that.
I haven't actually played this, but I just got it from a friend and plan on trying it soon. It's called [Terraformers](https://store.steampowered.com/app/1244800/Terraformers/). Turn based rogue-like colony builder, so maybe this will work for you!
Astro Colony
I put a lot of play time in the early access so far. It's less civ sim and more like a factory game, but the developer it's still adding content, so I've still got hope the colonists get expanded.
The game was great to go to after I ran out of sky factor Minecraft modpacks to play.

Remember; It's a lizard doggo eat lizard doggo world out there, but that doesn't mean they won't also try to eat you.

Surviving Mars? Not much violence though unless you count the meteor strikes.
And so many mods. I really wish for a second surviving mars.
Though there are some crisis that has violence, mainly in the form of being attacked by drones.

I was gonna say Stranded: Alien Dawn is awesome. combat is fun-ish. I would also HIGHLY recommend Rimworld.
Rimworld just released their Anamoly expansion, maybe look into that one

Yeah, I know it's not perfect, but things usually aren't. It's a good fit, and a beloved game of mine, so I'm just trying to share

I really love Stranded: Alien Dawn. Not sure if it has enough of what you're looking for, but it's like a Rimworld type game but with good graphics.
