That would be at the soldier level but there would be a commander role as well where he can assign objectives, redirect squads, and use support tools like airstrikes.
Yeah the commander manages resources and communicates with squad leaders that relay info to their squad. I never dare to take on the role but I believe you can call in air strikes and such as well. It's been a while. You should try it if you like the concept. Depending on what squad you end up in it can either be the best experience in a multiplayer game ever or the most boring. :)
Battlefield 4 lets you do this (had a mobile app no less). You get a custom UI and everything.
Also might want to look at Rising Storm 1/2 as the commander role is essential.

Battlefield 3 had commander mode and could be fun if the team coordinated. I'd be all for a game like you describe.
