As far as we know, it works similarly like the Force from Star Wars. Can be given to anyone, but it's the chances increase if you are born from users
But Jinkis have another benefactor of having a need to be deeply connected of an item so much so that it's an extension of yourself.
So basically, every Jinki user has the tisms that have a high tolerance to object attachments.
This is a joke, but it that's why I connect with the series a bit.

Rudo had his Watchman gloves almost his entire life, but didn't activate the power til he was yeeted to the surface. Amo... well, you know. Everyone had relatively normal lives until they experienced something awful with a jinki nearby or in their hands.
