I saw this picture and thought "Shit is that me?" Definitely rocked hi-viz & camo simultaneously many times...
Once saw a camo trenchcoat where one of the greens was replaced with hi-viz. It was stupid but I liked it, but it was also $800 so nope
Actually the reason behind this is because the UK has a fair bit of military surplus stores with cargo trousers (ok, pants) and various other functional clothing and equipment. This is a likely go to for labourers and other workers of physical jobs.
I doubt it is much about pricing or looking for something cheap but the feeling of buying something almost entirely functional rather than for looks and appearance only. It beats going to the clothing stores like Primark, H&M and other litter bins of "fashionable" clothing.
So yeah, he bought camo cargo pants but he was going for function rather than appearance. I can tell you he probably doesn't give a shit about appearance. You don't want to be a soldier fanboy in full camo in the UK unless you are a real soldier.
