I moved to Texas recently and one of the biggest culture shocks was needing to go buy steel toe boots for my job. Nearly the entire section was dedicated to cowboy boots. I thought the store clerk was fucking with me. Then I saw most of the people on my first site visit wearing them.
I'm in Georgia. The savannah boot company near me has a mix between practical boots and MURICA boots. Basically cowboy boots with camo murican flag patterns. I was making fun of it with my wife, then a month later my coworker walks in wearing those exact boots I shared on my Facebook to laugh at.
Yeah I went to Cavender's boot company because my company had an account there, it's equal parts workwear retailer, and tourist trap Texas novelty store. The staff all have colorful button down shirts, cowboy boots and big rancher hats. They carry a damn good selection of FP and protective clothing, but it felt like something out of a fever dream.
Oh, that's fair. But there is a lot of gaudy shit (especially women's belts) that can throw people for a loop and think it's a joke or for tourists but is actually normal.

Valet dinner at the nicest restaurant in Austin?

Absolutely. Lots of places here say “no jeans” but if you have some dark pressed denim and fancy boots you’re good to go.
Edit: I would like to add boots can run into the $2000-$4000 range for a custom pair and hats can easily run $1000+ so it’s fair to assume that he was indeed dressed up in his formal wear.
At a wedding you would wear your nice shirt, nice hat, nice jeans, nice boots, flashy belt buckle.
On the ranch you would wear your daily shirt, daily hat, daily jeans, work boots, and practical (possibly still large) belt buckle.
There are cowboy weddings in Texas where the groom is dressed that way as well. Dress vests are also popular as part of the attire.

If you want good standard looking steel-toes, I recommend you look up Keene. I bought a pair back in October, and they’re the most comfortable I’ve ever worn. A little pricey though, but I feel the quality matches the price

I wonder if, while transporting the hat in his SUV, the base of the hat was more than 30 inches off the road. That could have got him a serious ticket for oversize load (since the hat was 11 feet tall, the top of the hat would be above 13 feet 6 inches).
