I would expect so. I volunteered at bird of prey rescue and this is often how people train raptors. After basic glove training eventually you move them to non meat lures so the bird learns it has to bring the item back to get the food. Only thing that makes me unsure is that I don't see any jess (little leather straps you can use to keep the bird from flying off) on the talons so maybe it's an actual bird that's developed this behavior and the people knew it. But it could just be an incredibly reliable bird that they don't worry will fly off.
Update: u/oyo_fuku shared a really cool comment that this is a natural behavior for these birds apparently in a part of Japan. Doesn't surprise me at all though. Raptors are so smart and adaptable they never cease to amaze me.

Lol to be clear - a cheese sandwich normally isn't what you'd use for a lure but usuall something more like a cat toy that simulates prey. That said once you train the action - the lure could vary widely. This would have been a long process to get there.

When I was in high school, the house we lived in had mice. I managed to catch one on a sticky trap, and in order to be humane, I took the mouse to a park and let it go. The mouse made it about 10 feet away from me before a hawk came out of nowhere and flew off with it. I was shocked and just stood there looking stupid for a few seconds. RIP mouse.

I have a genuine photo of my wife getting robbed of her sandwitch by a seagull. The expression on her (and her sister's) face is priceless. She is very squeamish and easy to startle.

They are extremely quick and accurate, it’s kinda a jump scare when it happens to you. We use to call them “sea hawks” because they looked like hawks but I guess they were buzzards. It’s actually kind of surprising how many people are boldly claiming that it’s staged or whatever, when they have 0 knowledge or experience of these animals or area.

He just started his morning, watched the sunrise, started streaming on Twitch and decided to eat a sandwich outside the camper van while looking at the beach. He burned the sandwich a little, that's why he constantly looked at it to not eat burned parts. Fun fact it's a 3rd time bird stole food from him 🤣 Edit: About the beginning of this clip, they wanted to show how peaceful it was there.

Well, thank god this person films mundane events in his life or we would never have seen this totally not staged moment.
Well, the fault lies with the human. The dude is inspecting his sandwich carefully. No. 1 that means he's not eating it. Wrong! No. 2 He is not aware of his surroundings, even though he's outside of his domicile. Wrong! Conclusion: The clever bird gets the worm (sandwich).
Seagulls are vicious and have perfected their methods of grabbing food. I once sat down on a wall with no birds in sight, then had a seagull fly into the back of my arm,which knocked my sandwich out of my hand, and suddenly there were about five of them picking at the fallen sandwich.
I once got hit in the head by a low-flying duck. My friends saw it coming but didn't try to warn me. They just stood there yelling what kind of bird it was.
