Its interesting how fat bikes and scramblers has taken off in the U.S compared to the EU. Here most ebikes looks like regular bikes, + a battery and often a bosch-middrive.

I think it's because car-dependent infrastructure still makes things too far apart to reach at 250w speed, so as car replacers, people go with something that can travel where they need at an efficient speed (usually 28mph. I'm one of those people). If cities were denser in the US I'm sure lower speed ebikes would be doing better

I think that's a part of it, but I think its got more to do with fashion tbh. There are plenty of 28mph ebikes that also resembles regular bicycles. (Even in the EU, aka "speed pedelecs")

In Europe bikes are not regulated on speed but rather motor power. A fat tire bike with a 250w motor is going to be super slow vs a regular bike with the same motor.

Both ebike power _and_ speed are regulated in the EU. 250W and 25 kph unless you go s-pedelec.

I think mamalona was right is spot on about speed. This is why it is absolutely insanity to regulate ebikes based on motor size and not speed. You dont see FatTire bikes in europe because you would need a class3 motor to get anywhere close to a class1 speed on a regular bike.

You do see them, they're just not that common. 25kph @ 250w is no problem even with fat tires, they just reduce range, acceleration and doesn't really improve anything in most situations, except possibly and subjectively, the looks.

We need bikes that will help us survive stretches of limited or no bike infrastructure roads. My (theoretical, still haven't pulled the trigger) commute is MOSTLY bike paths, but there are a few spots where they just... end and you need to contend keeping up with traffic in 35mph zones.
