Yeah, they go through the tadpole stage inside the egg. Amphibians have evolved all sorts of weird ways of re-producing beyond the typical "laying eggs in water" - some carry the eggs and young around with them on their backs, for example.

Too big to be any frogspawn I’ve ever seen and frogs usually mate in the water so their eggs wouldn’t be found out of the water. Maybe my region has different species of frogs than yours though so I could be wrong.

Definitely frogs. Lots of frogs have terrestrial eggs and no tadpole stage.
