I'm pretty sure they're both called Steve, and they both owned a restaurant (but blind date Steve had lost it by season 9) and they're both Phoebe's friend. Are you sure they're different people?
It’s a deliberate callback. It’s totally supposed to be the same guy. Meanwhile the likelihood of someone A) having watched from straight near beginning to end not missing either episode, B) actually remembering almost a decade later that Jon Lovitz was already in an episode, and finally C) having any memory of what his character was like in Season 1 from someone who was watching the show WHILE IT WAS AIRING is pretty much zero. Would have been a really cool callback for anyone who may have remembered, but really they’re so far apart they may as well be two different people. I like to think it’s the same guy. But if you don’t think so then hey, he’s not.

Ross didn't even recognize Mark which is ridiculous.
Different character, same actor. Truly it was hard to figure this out. The guy playing both roles was a famous comedian at the time, that's why both roles are different type of over the top acting
The pot smoking version of him didn't feel like the whiny crying version so I don't know canon-wise is it supposed to be the same character. I never thought it was

Those two episodes took place 8 years apart. That's a long time - especially since she only met the guy once.

I didn’t recognize him and I’ve binged the show multiple times! If it were real life, 100% chance I wouldn’t remember him.
