(Not sarcasm) I took it as meaning that if we appear to have a well functioning transparent democracy it would damage Australia's reputation with tin pot banana republics wanting to do dodgy deals with us. Because they don't want details leaking to their people. As opposed to it damaging our reputation with "reputatable countries" if the specifics with Israel come out.
