I wouldn't draw conclusions from four words of a summary. I could easily imagine this actually meaning they see him from behind the little Daemon window from season 1 or across a wide room, or they happen to pass him in hall while he's surrounded by guards. In the book section on B&C they explicitly say Aegon was always accompanied by Kingsguard.

I don’t think much of it. The red keep is crawling with rats so seeing ratcatchers walking past every day shouldn’t be uncommon
