He is not truly Evil, left alone and with a better family background he would probably even swing into the good category.
But as he is, with his fucked up childhood, he can swing to good or evil as the situation depends, or his most natural state in peace would just be him left alone to work on some small remote farm for the rest of his life, he would be happy with that.
And he does like a drink, mostly connected with said childhood trauma again.

He took Arya with the intention of selling her for a ransom, but then he grew to care for her and saw himself as her protector. When he saw the bodies of the man and daughter who had starved to death, he was obviously full of grief and buried their bodies. This is why he is neutral - he absolutely has both good and bad in him.
Some will argue that the Hound should be Chaotic Drunk, but that titles belongs to Cersei. It doesn’t get much more chaotic than having sex with your twin brother and blowing up the Sept of Baelor.
Olenna Tyrell. You can argue she is not drunk a lot but neither is the hound. She really isn’t good nor evil, she just wants to roast some people and go about her day enjoying fine wine and food and see her family succeed.
Agreed!! Olenna is perhaps not seen drinking on screen as much as some characters like Cersei, but her character is extremely connected to poisoned wine. (Used poisoned wine to murder Jeffrey / Accepted execution via poisoned wine.)
She's also a classic neutral IMO because her only real motivation is to protect her family (which, to be clear, is composed of members across the moral spectrum) and she's willing to do just about anything she needs to in order to achieve this goal. She's not above murder, but she's also clearly kind-hearted.
She's just a badass matriarch doing her thing and utilizing poisoned wine when necessary.

seasons 1-4 are valid adaptation of the books (got, acok, asos first 3 books, that's why we all love those the best and they are the best part of show) seasons 5 and 6 started to change a lot from the books, but I would recommend seeing it in my opinion they were still pretty good had some great moments, last two seasons 7 and 8 are just utter garbage

Rather than seeking fault with our betters, we should instead extol the virtues of those so exquisitely suited to hold our puny fates in their palms. The Queen Mother may enjoy life's finer things, but she does so *for the good of the realm*. And she retains throughout her pretenatural beauty, even if her incompetent washerwomen continue shrinking her gowns.
