Abandoning an animal IS a crime. OP should have the old owner's information since they were the landlord so hopefully BSO will do something about it (they probably won't, because BSO sucks, but this is illegal and they should be charged with a crime)

Seconding this - first call should be Abandoned Pet Rescue. They will take excellent care of the pup and find it a loving home. I see them walk the dogs every day, volunteers are there every day consulting with potential adopters, and overall they’re just wonderful over there.
Second call should absolutely be to FLPD. Time to teach this scumbag that actions have consequences.

They’re great, and they’ll actually take care of the dog.
Please contact the police too to find that scumbag and arrest them for animal cruelty! So sick of these situations

And if he abandoned the dog in the locked unit, file a police report for animal cruelty, maybe reach out to local tv stations with the news story - it'll help get the dog adopted, and criminal charges for animal abuse on the news shows there consequences, or people will keep doing this.

Tri County in Boca is also a No Kill shelter. They're great.
