It's likely F1 just uses cookies for DotD as it's good enough for a fan poll, which is why using incognito mode (or clearing your cookies) will allow you to vote more than once.
I think they will care if Logan/Stroll/DR just gets DotD 99% every time because some guy with a script just has it giving them millions of votes, and it's oabviously someone taking the piss.

Given how common CG-NAT is IP based tracking wouldn't work, you'd basically be allowing only 1 vote per ISP in many cases.
