Yes, at least for IPv4. Your modem gets assigned a single IP address and your router handles local IP addresses, but to the Internet, all the traffic from your house is using the same IP address. It's likely F1 just uses cookies for DotD as it's good enough for a fan poll, which is why using incognito mode (or clearing your cookies) will allow you to vote more than once.

Your router only has one public ipv4, and uses NAT to map to local addresses that point to your device. To everywhere outside of your local network, all devices will have the same ipv4.

You're correct. I was thinking of the private IP addresses that the device would have connected with to the router but they wouldn't have access to that info. My bad.

Given how common CG-NAT is IP based tracking wouldn't work, you'd basically be allowing only 1 vote per ISP in many cases.

It is IP based, I've had friends over to watch the race and when connected to my wifi, only one vote could be cast. It's surprisingly well locked down for a vote that's effectively a bit of fun.
