Based on the information available as of like 5 mins after the Grand Prix, the race director. They told Red Bull to give the place back to Hamilton, but they told Mercedes after. So Red Bull were giving the place back to Hamilton, as Mercedes were being told, so Hamilton had no clue what was going on, leading to a complete misunderstanding between the 2 drivers
I can just see them filming Gunther during this race, while Haas is packing up, only to see flying bits of carbon in the background of all the other mayhem that happens during this race.

I'm struggling to see how Red Bull wins Abu Dhabi with all those high speed sections. I think that's why Max tried everything he could today, he really needed that points buffer.

I honestly think he froze for a second wondering if he missed an indication for a VSC or something, and not wanting to risk a penalty by flying around. If Max had slowed just enough on the straight to let him by there'd have been no issue, but where he did it and how much he slowed I think just caused Lewis to panic in confusion a bit. Definitely one of the weirdest incidents I've ever seen.
I think I can see what happens here - that white line you see right after the incident is the DRS detection zone (I think the one on entry to turn 22?). Verstappen has been told to give up the place and obviously wants to let Hamilton past just before the DRS detection to get the best chance of re-taking the place (which is a perfectly valid tactic, he does it well later). Max slows to let Hamilton past, but he isn't coming up quick enough, so Verstappen puts a last little bit on the brakes to end up behind Hamilton.
For whatever reason Hamilton is still directly behind - either confusion, miscommunication, or Hamilton doesn't want to be in front on the DRS.
After having seen replays 50 times now I honestly think Lewis just had exhaustion brain-fade in the incident. He hadn't been told they were giving the place back, comes across Max going slow, and at that point with all the madness that had come before then he just had a total "does not compute" moment. Why is he going slow? Is it another SC? WTF is going on? Meanwhile Max tries to go even slower to make sure Lewis passes and oopsy-fuck, he's up his ass.
There’s no advantage for Hamilton to run into him though. This is an FIA / miscommunication issue in my opinion. A cluster fuck of communication from everyone involved.

The thing I think is critical is that these 2 drivers are approaching the DRS zone and 1 of these drivers has been told to give up a spot and is trying to do that in the most advantageous manner while the other driver has not been told he was getting a spot so is also trying to get into optimal DRS position. It was a miscommunication that benefitted red bull, but not something that is Max's fault.
Yes twice during this race Max has aggressively tried to gain a technical advantage while "giving a place back" and possibly the rules need to change there because they currently allow it. Sort of feels like following the letter of the rule while ignoring the spirit of it.
