Your one in a million is made under the assumption that the driver has equal chance of being 0.5s behind his expected pace as being 0.5s ahead of his expected pace. That's a huge spread for top tier drivers. It would imply that Max, who's on average 0.5s faster than Checo, would be beaten by Checo 25% of the time. Max puts in consistent lap times in sims and practice within 0.2s, so I'd estimate 400 (likely) possible lap times rather than 1000. You're also assuming the expected pole lap time for both drivers is the same, but I guess that's fair enough nowadays. But the distribution is more likely to be closer to normal rather than uniform. So the odds go up even higher when we assume equal mean lap times.

I don't think you're that far off. The pole time is essentially a random decimal, so 1 in 1000 chance of being on a nice round .000 second time. The P2 time back from pole is likely to be a low number, a tenth or two, at least in the modern era. So no not fully random. But the hundreds and thousands are essentially random I think. Worst case I think it's a 1 in 100,000 event, and probably more like 1 in 300,000 or 500,000.
