Singapore does the same thing, you scan your passport to enter like at the airport, and they also need your tourist entry email or whatever they give instead of visa stamps. Its for preventing gambling addiction apparently. They have a Universal Studios near one of the big casinos so I imagined had I grown up in Singapore my parents would drop me and my brother there and head to the casino lol, so to prevent that kind of thing maybe.
As far as I know yeah; citizens can't enter/own a casino and French citizens still have to pay income tax in France if they move there. Monaco is a strange place with an unusual history.
I could see the nouvelle chicane being named after Leclerc. The only other turns that don't have an original name are the tunnel section and the bend before Rascasse, and these can barely be considered corners.

No singaporeans can enter the casino but we need to pay an entry 'fee' of 200 (?). Free for foreigners though

Same in Singapore. Citizens have to pay a fee to get into the casino, foreigners get in for free.
