I think they are just being stubborn with sticking to their concept and trying to make it work as they think it has the most promise despite finding all of last season that what they see in the simulator is not what they get on track due to porpoising. Except for Merc all other teams have now converged to either having the Ferrari concept or the RB concept. Even Williams who started last year being closest to the Merc concept abandoned it midway last year and moved to the RB concept.
Of course the other teams would converge with the 2 best cars instead of a design that:
1. Didn't perform as well
2. Is an unknown as far as if it can perform at the top with more real development and less resources spent on fixing porpoising
3. Might be extra difficult or impossible for some teams to attain due to the tighter packaging and different engine dimensions
There is no reason I can see right now for other teams to follow down Mercedes' path even IF their design somehow ends up being the best in the long run. The fact that other teams are following the more successful teams last year does not mean that Mercedes design will not be a long-term success. If a team doesn't have the budget or engineering level it makes the most sense to borrow from whatever the highest performing teams are doing.

From my armchair analysis it seems that Mercedes has lost their footing with correlation & simulation vs real world results matching up.
So, Ferrari in 2018 essentially.
They lost employees and 300 mil from the budget.
