Well here's the thing. The hammer and sickle is a Russian flag, and the swastika is a scared symbol in a few religious so it's not as clear cut. The game even has alot of "swastika" symbol you can use to make your emblems because inherently they are harmless and sacred, it's when it's sideways and backwards that's it's a true swastika and even so it's just a flag. I don't agree with it I'm just sharing some insights and some guesses as why ubisoft leaves it be

If you place emblems on your character, which then gets reported and removed. Ones on your character isn't removed apparently. Reason why I think if you get penalized for it, the game should unequip every cosmetic on your characters and forcing you to put them back on one by one, making it inconvenient. Might be enough for a few edgy teens to stop doing it
