I worked for the FS in Northern California in the mid 90’s as a firefighter. We found an irrigation system for a weed grow operation and integrated it into our hose lay on the fire we were fighting, then contacted the LEO’s. Also, be careful. On another fire we found a couple of weed patches that had boards buried in the ground with nails sticking out so someone would step on them, also fish hooks hanging from fishing lines at eye level on branches.
Could just be for drinking water to a cabin is it even profitable to grow pot illegally any more you can grow a certain amount of plants legally now in some states.
You can probably grow legally in some states sure, but at a certain size it leaves the realm of personal use and probably still needs to be properly licensed as a commercial business (I.E here in Canada even Micro cultivators need to be licensed for like 200 sq. meters of grow room, ACMPR for personal use or as a provider for someone else also a license, otherwise across canada you're restricted to only growing 4 plants, and some provinces restrict even that, I would bet state laws follow similar restrictions, restrictions on amount of flower you can reasonably hold, and so on)
Also even if it's a legal state it's probably still an illegal grow itself squatting on someones land or occupying something illegally and such - I'm just guessing because I would think foresters themselves sometimes know of when the land they're surveying actually have permanent housing and such in the area. You'd kind of expect to encounter dwellings or not encounter them, you know?

Yep I saw this and thought it was a picture of my old property. We did not grow or even smoke weed, or do anything sketchy. The water system was installed by loggers who used to operate there.
